Why do we need a Community Fire Plan?

This plan was developed to meet the requirements of the Healthy Forest Restoration Act (HFRA) of 2003. Meeting the requirements of HFRA will make the County eligible for National Fire Plan (NFP) funding assistance from the Departments of Agriculture and Interior. A community fire plan is required to be eligible to receive these NFP funds. Return to FAQ's
In the past 3 years, PCFSC has received over $500,000 in NFP funds for assistance in mitigating potential damage from wildfires, These funds have been used for a number of wildland fire mitigation activities such as: homeowner "Firewise" consultations in 13 communities; developing wildfire evacuation plans; mapping of driveways for emergency responders; coordination of PC FSC activities; providing educational information and meeting with communities on fire mitigation efforts; developing funding requests for reduction of hazardous fuels, (to date over 1600 acres of Hazardous Fuel Reduction has been funded); and development of this Community Fire Plan. The purpose of this plan it to outline the risks and hazards associated with wildland fire threat to Plumas County communities and to identify potential mitigation measures. The Plumas County Communities Wildland Fire Mitigation Plan is intended to provide documentation of implementing actions designed to reduce risk to homes and communities from wildfire through education and outreach programs, the development of partnerships, and implementation of preventative activities such as hazardous fuel reduction, defensible space, land use, or building codes. The emphasis of this plan is to work from the home outward into the forests so that man-made and natural resources survive the eventual intrusion of a wildfire. Return to FAQ's
The plan could serve as the Wildfire Hazard Mitigation portion of Plumas County's Multi-Hazard Mitigation Plan, which is required after November 1, 2004, for counties to be eligible to receive FEMA disaster assistance funding. The County would need to adopt the PC FSC Community Fire Plan and make it a part of their Multi-Hazard Plan.Return to FAQ's
This Community Wildland Fire Plan was a collaborative effort by the Plumas County Fire Safe Council, County of Plumas, City of Portola, Plumas County Fire Chiefs Association, California Department of Forestry and Fire Protection, Plumas National Forest, and community members. A request was sent to over 100 county residents who have attended PC FSC meetings in the past, soliciting their involvement. Participation was also invited at each monthly PC FSC meeting during the planning process. PC FSC members met with County Board of Supervisors & Fire Chiefs on a number of occasions to keep them informed. A core team who represented those listed above accomplished the majority of work.Return to FAQ's
At the April PC FSC meeting, the Council voted to develop a Community Fire Plan. They tasked the coordinator with developing an outline and helping move the project along. The core planning team held its first meeting in May, and a final draft was completed in October.Return to FAQ's

The County Fire Plan and the Hazardous Fuel Assessment and Strategy are two related works. The Assessment and Strategy helps citizens, land managers, decision makers better understand the fuel hazard across Plumas County, but especially within the community wildland-urban interface.
